What’s the role?

We are looking for an experienced Senior Manager to join the International Risk and Compliance team as Head of Compliance (PCF-12) and Head of Anti-Money Laundering and Counter Terrorist Financing Compliance (PCF-52) for Etsy Payments Ireland Limited (“EPIL”), Etsy, Inc.’s EEA payments subsidiary. EPIL is regulated by the Central Bank of Ireland (“CBI”) as a payments institution under the EU (Payments Services) Regulations, 2018.

This position, based in Dublin, is a “second line of defence” role which will focus on leading, implementing and maintaining EPIL’s regulatory compliance and anti-money laundering and counter terrorist financing frameworks to meet Irish and EEA regulatory requirements and expectations. This will be a broad, varied role working as part of EPIL’s core team in Ireland, including with EPIL’s Chief Executive Officer, Chief Risk Officer, Chief Operations Officer, Chief Financial Officer and Chief Information Officer. You will also partner and interact closely with senior leadership across the Etsy Group, including business risk owners, group risk & compliance functions and internal audit.

We are looking for someone who can work in an extremely fast paced and dynamic environment and who can provide strong guidance and advice to a wide range of partners. You must be comfortable explaining complex regulatory compliance and AML/CFT matters succinctly and be capable of tailoring compliance practices to the company’s business and operating model. 

This is a full-time position reporting to Etsy’s Director of Enterprise Risk Management (“ERM”). This role requires your presence in Etsy’s Dublin office once or twice per week depending on your proximity to the office. What’s this team like at Etsy?

Etsy Payments refers to Etsy’s Global Payments Program connected to the Etsy marketplace that is used to perform and enable numerous functions across the globe. This includes card and alternative payment method processing for buyers, and funds disbursement and ledger management for sellers, in compliance with regional and international requirements.

What does the day-to-day look like?

Compliance:

• Maintain EPIL’s compliance universe of applicable legal and regulatory requirements and keep up to date with upstream regulatory developments to ensure new legal and regulatory requirements are assessed and implemented;

• Develop, implement and maintain EPIL’s second line of defence compliance related policies, covering areas including, inter alia, payment services, AML/CFT, fitness and probity, consumer protection and conduct of business requirements;  

• Develop and execute a risk-based compliance monitoring plan, which is approved by the Board, and which ensures periodic and regular monitoring and testing of EPIL’s compliance with key regulatory requirements and expectations;

• Provide independent oversight and act as a key advisor to EPIL’s management team to guide effective implementation of EPIL’s regulatory compliance policy requirements, both on an ongoing basis and for critical business projects and initiatives; 

• Participate in reviews of new products, or material changes to existing products or processes which relate to EPIL;

• Attend as a member of EPIL’s Compliance, Operations, Risk Executive (CORE) committee;

• Report to the Board on a quarterly basis, including on the overall regulatory and AML/CFT profile of EPIL, any known risk exposures, and other key updates relevant to regulatory compliance and AML/CFT;

• Escalate any material regulatory compliance issues or breaches of risk appetite to EPIL’s Board; and

• Proactively interact with and report to the CBI, including to respond to any requests for information, or other requests which may arise from time to time, in a timely manner. 

AML/CFT:

• Complete a business-wide risk assessment on an annual basis (or in the event of a material change) which assesses the inherent ML/TF risks for EPIL and the residual risks following assessment of AML/CFT related controls;

• Review and provide sign-off on EPIL’s key AML/CFT methodologies and procedures, including its customer risk assessment methodology, transaction monitoring methodology and customer due diligence (“CDD”) procedures and controls;

• Oversee the submission of EPIL’s annual AML/CFT Risk Evaluation Questionnaire (“REQ”) to the CBI; 

• Review and approve all politically exposed persons (“PEP”) customers prior to the establishment of the business relationship;

• Ensure that suspicious transactions are reported to An Garda Siochana and to the Irish Revenue Commissioners as soon as practicable and ensure suspicious transactions are managed in accordance with legal and regulatory obligations; and

• Be a key participant in the Financial Crimes Working Group of the wider Etsy Group, ensuring EPIL requirements are embedded within the Group’s approach to financial crime.

Qualities that will help you thrive in this role are:

• 8+ years of experience in eCommerce, FinTech, Payments or Banking;

• Experience working in a Pre-Approval Controlled Function (PCF) or Control Function (CF) role, playing a leadership role in a financial services entity regulated by the CBI or experience in financial services regulatory compliance and AML/CFT consulting;

• Deep regulatory compliance and AML/CFT expertise within the regulated financial services sector. Ability to identify industry and regulatory risks, changes and trends and assess impact for the EPIL business;

• Experience designing, implementing and managing compliance and AML/CFT frameworks within a payments / financial services business. Experience leading compliance reviews and overseeing risk mitigation / corrective action plans;

• Experience advising and reporting to Boards and senior leadership teams on matters of compliance and AML/CFT pertinent to the business;

• Ability to collaborate across cross-functional teams in a matrix organization (including cross border);

• Relevant professional qualifications or equivalent work experience;

• Successful track record of engaging with, and representing interests to, industry regulators;

• A trust in and commitment to Etsy’s vision, mission and values; and

• Fluent in written and spoken English.

The Head of Compliance and Head of AML/CFT Compliance roles are Pre-Approval Controlled Functions under the Fitness & Probity Regime in Ireland (PCF-12 and PCF-52 respectively). The proposed role-holder will, therefore, also require CBI pre-approval.
