What's this role?
Etsy Payments refers to Etsy’s Global Payments Program connected to the Etsy marketplace that is used to perform and enable numerous functions across the globe. This includes card and alternative payment method processing for buyers, and funds disbursement and ledger management for sellers, in compliance with regional and international requirements.
We are looking for an experienced Senior Manager to join the International Risk and Compliance team as Chief Risk Officer (PCF-14) for Etsy Payments Ireland Limited (“EPIL”), Etsy, Inc’s EEA payments subsidiary, which is regulated by the Central Bank of Ireland (“CBI”) as a payments institution under the EU (Payments Services) Regulations, 2018.
This position, based in Dublin, will focus on leading, implementing and maintaining EPIL’s risk management framework to meet Irish and EEA regulatory requirements and expectations. This will be a broad, varied role working as part of EPIL’s core team in Ireland, including with EPIL’s CEO, Chief Compliance Officer, Chief Financial Officer and Chief Information Officer. You will also partner and interact closely with senior leadership across the Etsy Group, including business risk owners, group risk & compliance functions and internal audit.
We are looking for someone who can work in an extremely fast paced and dynamic environment and who can provide strong guidance and advice to a wide range of partners. You must be comfortable explaining complex risk and governance matters succinctly and be capable of tailoring risk management practices to the company’s business and operating model.
This is a full-time position reporting to Etsy’s Director of Enterprise Risk Management (“ERM”). This role requires your presence in Etsy’s Dublin office once or twice per week depending on your proximity to the office. What does the day-to-day look like?
Implement and maintain EPIL’s Risk Management Framework (“RMF”) which is integrated to EPIL’s business strategy and which identifies, assesses, controls, manages and reports all key risks to which EPIL is, or may be, exposed;
Develop, manage and maintain an appropriate risk appetite framework (in collaboration with EPIL’s senior management team), for Board of Director approval, which addresses EPIL’s key risks and which is proportionate to EPIL’s nature, scale and complexity;
Advise the Board on matters pertaining to risk appetite, tolerance and strategy which are applicable to the products and services provided by EPIL either now or in the future;
Develop EPIL’s second line of defence risk-related policies including, but not limited to, EPIL’s Risk Management & Risk Appetite Framework Policy;
Participate in reviews of new products, or material changes to existing products or processes which relate to EPIL;
Undertake periodic discussions, walkthroughs and testing of key processes;
Conduct periodic risk assessments to evaluate inherent and residual risks to identify potential areas of risk and compliance vulnerability;
Oversee and track issues and incidents which may arise in the course of EPIL’s business and which ensures corrective actions are defined, tracked and reported to completion (including taking steps to prevent similar issues occurring in the future);
Maintain and oversee EPIL’s Risk Register;
Provide independent oversight of EPIL’s operational resilience, ICT risk management, capital adequacy and safeguarding frameworks;
Attend as a member of EPIL’s Compliance, Operations, Risk Executive (CORE) committee;
Report to the Board on a quarterly basis, including on the overall risk profile of EPIL, known risk exposures, future risk strategy and other key updates relevant to risk and compliance, in addition to presenting elements of EPIL’s RMF which require Board approval;
Escalate any material issues or breaches of risk appetite to EPIL’s Board; and
Proactively interact with and report to the Central Bank of Ireland (“CBI’) as required, including to respond to any requests for information, or other requests which may arise from time to time, in a timely manner. This will also include proactively raising any material risks or issues, to the extent they may arise.

Qualities that will help you thrive in this role are:
8+ years of experience in eCommerce, FinTech, Payments or Banking.
Experience working in a Pre-Approval Controlled Function (PCF) or Control Function (CF) role, playing a leadership role in a financial services entity regulated by the CBI or experience in financial services risk consulting;
Deep risk management expertise within the regulated financial services sector. Ability to identify industry and regulatory risks, changes and trends and assess impact for the EPIL business;
Experience advising and reporting to Boards and senior leadership teams on matters of risk pertinent to the business;
Experience designing, implementing and managing risk management frameworks within a payments / financial services business. Experience leading risk reviews and overseeing risk mitigation / corrective action plans;
Ability to collaborate across cross-functional teams in a matrix organization (including cross border);
Relevant professional qualifications or equivalent work experience;
Successful track record of engaging with, and representing interests to, industry regulators;
A trust in and commitment to Etsy’s vision, mission and values; and
Fluent in written and spoken English.
The Chief Risk Officer is a Pre-Approval Controlled Function under the Fitness & Probity Regime in Ireland. The proposed role-holder will, therefore, also require CBI pre-approval.
